ST. PAUL, Minn. – A handful of protesters gathered at the Capitol, most of them in lawn chairs they brought along. Even fewer people were at the governor’s residence a few blocks away. It was a second day without clashes that the FBI had warned state officials about. Many state troopers and other armed state agents were called off after a similarly uneventful protest Saturday. Mayor Melvin Carter defended the security precautions. “We’re on high alert because of the general volatility,” Carter said. The FBI, he said, was still tracking individuals it sees as threats. “We continue to be on a state of high readiness because this moment is just so insane,” Carter said. Roads around the Capitol remained. Federal buildings, courthouses, and the homes of some elected officials remained assigned beefed-up security.
