ST. CHARLES, Minn. – Because he was driving after dark without headlamps, deputies stopped Bryan Emmanu Chavez Velazquez, 18, of St. Charles. Then, deputies said, they found a green leafy substance, a glass water bong, and a small glass smoking pipe. For Velazques things got worse. He was drunk, deputies said. The stop was about 8 p.m. on Highway 14 through town near the intersection with Highway 74 to Whitewater State Park. Tentative charges: Driving while intoxicated and possession of a controlled substance.
