LEWISTON, Minn. – The sheriff’s deputy was suspicious about how the car was being driven, especially on 70 mph Interstate 90. He pulled over William Busby Chapman, 19, of Winona. Yup, the deputy quickly concluded, the guy was driving drunk. Chapman was arrested and referred for fourth-degree driving while intoxicated and gross misdemeanor test refusal. The stop was about 7:50 p.m.
