WINONA, Minn. – A Goodview man, Taelor Scott Giebel, 23, was arrested and referred for driving after revocation and attempting to escape a motor vehicle tax. The arrest was about 9:55 a.m. on Gilmore Valley Road beyond Saint Mary’s.
