WINONA, Minn. – A Winona man, Andrew Curtis Montgomery, 23, was arrested in the 1600 block of Kraemer Drive near Redeemer Lutheran Church on the West End and referred for domestic assault. The assault had been reported on March 24 nearby on the 1700 block of West Wabasha Street. Montgomery was also cited for driving after suspension. The arrest was about 4:15 p.m.
