WINONA, Minn. – A Winona man, Andrew Curtis Montgomery, 23, was arrested for violating a domestic abuse no contact order. According to the complaint, he entered the apartment of the protected person in the 1700 block of West Wabasha Street. The arrest was about 9:15 a.m.
