WINONA, Minn. — Officers were called to the 400 block of High Forest Street on the East End that supposedly a man waving a gun at another person. Well, not quite. After talking with witnesses, police determined that the suspect was actually carrying a cell phone. Police noted that one of the parties was carrying a handgun but it was not used. No criminal charges were referred. The call was about 11:25 a.m.
