WINONA, Minn. – A Madison, Wisconsin, man, Jay Paul Brockman, 39, was arrested and referred for second-degree assault after an incident with a knife about 1:25 a.m. Police said a woman accused him of pointing a knife at her. The incident was in the 100 block of West Second Street.
