WINONA, Minn. – A Sparta, Wisconsin, man was arrested on a domestic assault warrant that alleged strangulation at a Winona hotel the night of April 24. The complainant told police about being choked. The arrest of Collin Berlin-Burns, 19, was in the 1700 block of West Seventh Street in the Maplewood neighborhood. Police said they made contact with Berlin-Burns through surveillance video that showed him putting down a backpack. Police later discovered cocaine in the backpack and a 9mm handgun with the serial number scratched off.
