WINONA, Minn. – A Winona woman, Michaela Joy Leraas, 23, was arrested and referred for drunken-driving about 11:50 p.m. after getting pulled over at Third and Center streets in the downtown bar district. Police said her taillights weren’t on. One thing led to another and finally a breathalyzer test.
