WINONA, Minn. – A Winona man, Zachary Scott Thelen, 24, was found unconscious in a parked car, apparently from a drug overdose, in the 400 residential block of East Broadway. A passerby had tipped police. Thelen was referred to the county attorney for a potential charge of ossessing a controlled substance. Officers said there was a substance that field-tested positive for methamphetamine in the car. The arrest was about 12:40 p.m.
