STEWARTVILLE, Minn. — Richard “Dick” Spencer Johnson, 75, of Stewartville, who was Winona County sheriff from 1993 until he retired in 1996, died at St. Mary’s hospital in Rochester. At Age 17, after high school in Waukesha, Wisconsin, he joined the Air Force . He started in the LaCrescent police department in 1971 and was appointed chief in 1979. He was hired as a deputy in 1984 in Winona until 1990, when he went to work as a deputy in Houston County. He was then appointed sheriff for Winona County in 1993.
