WINONA, Minn. – A revision in the city snow-removal ordinance increases the penalty for leaving sidewalks unclear to $100. The new change is effective January 1. The fee cover city expenses for doing what the ordinance regards as a responsibility of property owners. The charge previously was $90. The ordinance requires that snow and ice be removed within 12 hours and salted or, in some case, within 24 hours.
