WINONA, Minn. – A high-speed chase that began 20 miles away in rural Wisconsin ended at Winona State University, where police tackled a fugitive on foot. Taken into custody was Jeremy Scott Martin, 36, of Rochester. Martin had abandoned his car when it struck a spike strip laid down by Winona police. He then ran into the campus. The chase had begun near Galesville in Wisconsin. About 9:50 p.m. deputies responded to a call that an intruder had broken into a house. In the call, the homeowner said the intruder, when confronted, said he had explosives and threatened to burn the place down. The homeowner said he drew a gun on the intruder and fired. Apparently he missed. The man fled. Deputies arrived and evacuated the house, then gave chase. Deputies said the driver raced to nearby Galesville and then north on Highway 35 to the Winona turn-off. This, they said, was at speed as fast as 98 mph. Alerted that the car was coming across the Mississippi River bridge, Winona police laid down a spike strip. His tires punctured, the man ran into the Winona State campus. City police, supplemented by sheriff’s deputies and State Police officers, established a perimeter, moved in, and made the arrest. Martin was jailed pending his being turned over to Trempealeau County authorities in Wisconsin.
