WINONA, Minn. – Police recommended that a Winona man be charged with striking an 8-year-old child. The man Matthew Zachary Manka, 26, denied striking the child. The complaint said that the child was attempting to say good morning to Manka. Police said the child had a visibly swollen and red cheek. The incident was reported about 11:30 a.m. in 550 residential of West Eighth Street.
