WINONA, Minn. – Emergency crews channeled the usual four-abreast traffic on Mankato Avenue into two lanes for the morning commute, while other crews worked to thaw water that spewed from a broken water main. Traffic moved slowly through the bottleneck. Cross-street intersections and exits to the hospital were problematic. So too was access to dozens of shops in the complex of strip malls anchored by the Walmart and Menards big-box stores. Authorities advised motorists to find alternate routes.
