DULUTH, Minn. – Mayor Emily Larson issued an executive order for a mask mandate throughout Duluth. The mayor is requiring masks in all public indoor spaces for 30 days. The City Council then can determine whether to continue the mandate. The mandate, Larson said, will be enforced with misdemeanor penalties for individuals and licensing penalties for businesses. Larson announced the policy at a news conference with officials of Essential Health and St. Luke’s hospitals present for endorsements.
