HOMER, Minn. — A Winona man, Troy Thomas Whetstone, 55, was stopped by deputies after erratic driving was reported. A breath test measured his blood-alcohol content at 0.21%. Yikes, that’s 2-1/2 times the legal threshold for impairment. This was about 12:30 a.m. in the 34000 residential block of Old Homer Road.
