ROCHESTER, Minn. – A Rochester advocate for people with disabilities, David Schwartzkopf, 79, who helped shape the Americans with Disabilities Act of 1990, died at age 79. He held a Presidential Medal of Honor from President George H.W. Bush. Schwartzkopf was assistant state commissioner of rehabilitation and also executive director of the Southeastern Minnesota Center for Independent Living. He had cerebral palsy and became blind from macular degeneration as a child
