WINONA, Minn. – The Winona Chamber of Commerce issued $1.8 million in grants from a second round of t Co-Vid relief funds to businesses and nonprofits. Most grants were for $20,000. The funds were intended by the state Legislature to offset losses from executive orders by Governor Tim Walz that limited capacities and access and also closed some businesses.
