ROCHESTER, Minn. – Plans for 16-level combined parking ramp and apartment building downtown have been scrapped. City Council member Shaun Palmer said that the existing Ramp 6 will remain in place but that the finances don’t work for adding 10 levels of apartments on top. It turned out that the ramp designers failed to specify sufficient footings to support the second phase of construction for sky-scraping apartments.
