WINONA, Minn. – City Manager Chad Ubl listed projects for which $2.8 million in federal American Relief Plan funds might be eligible. Ubl’s list totaled $3.3 million, which means the list needs to be trimmed by $157,000. Michelle Alexander, Council president, said she strongly endorsed a new ventilation system for the old Masonic Temple, whose uses include a senior center. Ubl said he had cleared the list, as required by the federal government, with Chicago-based consultants Baker-Tilly. The company had a $50,000 contract for its counsel.
