WINONA, Minn. – A LaCrosse man, Douglas Paul Kerns, 51 was arrested and referred for driving while intoxicated after a road-rage incident, a sheriff’s deputy reported. Kerns refused a breathalyzer test. The arrest was about 6 p.m. The case was referred to the county attorney.
