WINONA, Minn. – Police sptted a man rifling through an industrial trash bin on the downtown outskirts at Second and Huff streets. Officers cited the man, Ricky Gene Broberg, 52, of Winona, with violating the city’s trash-picking ordinance. As that was going on, the officer reported seeing knives in the man’s pockets. When the man went into his pockets, drug paraphernalia came out – as well as a bag of meth. The arrest was about 1 a.m.
