WINONA, Minn. — Deputies were suspicious immediately of Eliana Serrata-Ramos, 19, of Winona. Her eyes were bloodshot and glassy and through her open car window the odor of marijuana was hard to miss, they said. Serrata-Ramos had been stopped for speeding but she was booked for driving under the influence. Yes, said deputies, she failed a field sobriety test. The arrest was about 10:20 p.m. on Riverview Drive —  a stretch of road that yields more drunken -driving arrests than anywhere else in Winona.
