WINONA Minn. – The end of the agony of motorists may be in sight at the rotary intersection being built at Highway 43 and Highway 61. If all goes well, according to State Transportation Department spokesperson Mike Dougherty, the roundabout will be functional the week of July 25. Some curbs and gutter have been poured. Others will be installed this week, he said. Also this week, he said, crews will continue to dig a route for a new sanitary sewer along the west side of Highway 43.
