WINONA, Minn. – In political circles the word is that Jeff Ettinger, a Democrat, and Brad Finstad, a Republican, are neck and neck in their bids for Congress from southern Minnesota. The election is August 9. Although Minnesota’s mostly rural southern counties are politically ted, the MN-1 seat has been held by Democrats too. These notably were Tim Penny of Owatonna from 1977 to 1995 and Tim Walz of Mankato from 2007 to 2019.
