WINONA, Minn. – Left turns on Mankato Avenue remain verboten for the installation of water mains and other infrastructure at new round-about construction sites. In its weekly update, the state Transportation Department said also that beginning Tuesday that thhe Frontenac Drive into the Walmart-Menards shopping district will be barricaded. Other shopping entrances will be open.
