WINONA, Minn. – A St. Charles man drove into a railroad car on a siding in the abandoned industrial site on Prairie Island Road just off RIverview Road. Jared Thomas Bagniewski, 23, wasn’t hurt, nor was the rail car damaged. But a State Patrol officer arrested him for drunken driving. This was abut 10:15 p.m.
