ST. PAUL, Minn. – The Minnesota House voted 100-34 for a public works bonding bill that includes funds or Winona County to buy land for a new jail, to build a new classroom building at Winona State University, and to build a river-front trail. The bill has $2 billion for projects statewide. Next the Senate will consider the bill.
