WINONA, Minn. – A Winona man, MD Mahmood, Khan, 23, had enough problems when police stopped him at King and  Center streets. There was no front plate on the car and an expired tag on the rear. Then the offier got a whiff and saw the bloodshot watery eyes and heard the mumbled speech. Khan admitted to drinking, as confirmed in field sobriety tests – like walking a straight line and touching your nose. Then came a blood-alcohol check: An illegal 0.12%. This was about 1:20 a.m.
