WINONA, Minn. — Employees at the Kwik Trip on at Highway 61 and Homer Road reported the drive-away theft of $20 in fuel about 12:30 p.m. The driver was in a van that was reported stolen a few days earlier, police said. Within an hour, police found the van parked and unoccupied, its tank full, at Dick’s Marina on Latsch Island.
