ROCHESTER, Minn. – The Olmsted County public health director, Graham Briggs, said he had voiced concern over a massive Trump rally, with perhaps 25,000 supporters, at the Rochester airport. Briggs said he had called attention to the state maximum of 250 people, as well as masking and social distancing requirements. Although the Trump campaign had ignored such limits elsewhere, insiders in local Republican circles said there was special concern in health-conscious Rochester, home of the giant Mayo Clinic, that a mega-rally might be an unwise choice.
