WINONA, Minn. — A 16-year-old youth was arrested after a citizen reported him waving a gun in the parking lot of the Goodwill store at 1450 Gilmore Avenue on the West End. Police found the youth parked st nearby Taco Bell fast-food place. The gun, it turned out, was a BB gun. And police were unable to substantiate whether the youth actually had waved it. Police, however, found 13.3 grams of marijuana in the car. All this happened about 4:45 p.m.
