FOUNTAIN CITY, Wis. — Jack Arthur Neitzke, 89, of Fountain City, who built Breezy Point Harbor and boat launch, died of Alzheimer’s disease and cancer. In the 1990s he designed and patented EZ Dock, a docking system for waterfront residential properties. He and his wife owned Winona Typewriter from 1957 to 1995. He loved flying and had a private pilot’s license.
