WINONA, Minn. – A deputy arrested Goodview motorist after an eyewitness reported him veering in and out of his lane and bouncing off a guardrail coming back from Wisconsin over the interstate bridge. The deputy intercepted Jose Atanasio Cruz-Lumbi, age 47, about 7 p.m on Riverview Drive 1-1/2 miles from the bridge. He admitted to a couple beers, but, according to tests, his blood was running 0.17% alcohol. The legally allowable max is 0.08%. He failed a battery of field tests for impairment, police said.
