WINONA, Minn. – A Winona man, Andrew Curtis Montgomery, 23, was cited for various stop sign violations, driving after suspension and driving with no proof of insurance. Police said they stopped Montgomery speeding and driving erratically in the area of Wabasha and Center streets. There also had been a report that a pedestrian had nearly been struck. This was all about 6:20 p.m.
