NEW YORK – Big retail chains including Kroger and Publix are rationing how much toilet paper customers can buy. Walmart said it’s having supply system trouble keeping cleaning supplies in inventory. It’s like March, when people rushed to stock up on essentials. The market research firm IRI reported that shelves for paper towels and toilet paper are 21% empty.
