WINONA, Minn. – Winona County commissioners have been shown architectural sketches of what a new jail might look like. The site is on the county campus between the Courthouse and the Interstate bridge. The design came from the architectural firm Klein McCarthy of St. Louis Park, which specializes in government buildings, particularly jails. First impressions are a bland and faceless if not ugly structure — far short of the usual pinache that Klein McCarthy brings to its work. County Administrator Ken Fritz said the timeline for construction allows for detail changes at this point without major budget upsets. Changes would need to be paid from a $1 million design contingency fund, Fritz said.
