ST.PAUL, Minn. – anticipating winter, the U.S. Army. Corps of Engineers will close its locks and dams in Minneapolis on November 1. There will be more commercial and recreational traffic until spring, the Corps said. Locks 2 and south will remain open until the end of November, weather permitting.
