WINONA, Minn. – Police stopped the car for bad license plates. Then, say officers, they discovered Trisha Columbus, 38, of Winona, was carrying a controlled substance. Then there was no proof of insurance. She was arrested. The stop was near Seventh and Washington streets in a quiet residential district south of downtown about 2 p.m.
