WINONA, Minn.— Deputies arrested a Goodview driver on the Far West End after stopping him for a bad tail-light. Police said a breath test measured his blood-alcohol content at 0.14%, almost twice the legal max to be driving. Allen Jonsgaard, 40, was hauled to jail. Also, his driver’s license had been revoked. The stop was about 1:40 a.m. at Pelzer and Seventh streets.
