WINONA, Minn. – A Winona man, Kaleb Michael Komperud, 19, was arrested riding a bicycle by the house of the person whom a judge had ordered him to stay away from. Police saw the issue as violating a harassment restraining order. The arrest was about 11:50 a.m. in the 950 residential block of East Sanborn Street.
