BIG LAKE, Minn. – When Police Chief Joel Scharf sat down for a snack at the Kwik Trip convenience shop, the manager showed him surveillance video of a drive-off theft. There was the chief himself driving off without paying to fill the town police vehicle. On the spot a day late Scharf paid up.
