WINONA, Minn. – They said the guy didn’t take kindly to a reprimand for drinking. A scuffle ensued. Police arrived, about 9 p.m., in the 200 residential block of Zumbro Street in the East End, and arrested Jose Luis Delgado Jr., 21, of Plainview. The charge: Felony domestic assault. Police were told that Delgado punched the victim in the lower lip. When the victim attempted to run, Delgado pinned him and ripped shirt shirt. Delgado subsequently began hitting himself and banging his head. The victim got away and called police.
