WINONA, Minn. – Police who stopped Cheyenne Marie Ruble, 30, of Winona, for a. broken tail light, then thought they smelled alcohol when she rolled down the window. Sure enough, the police Breathalyzer measured her blood alcohol content at .08% — the legal threshold for legal impairment. She was booked for driving while intoxicated. The arrest was about 12:05 a.m. at Broadway and Carimona streets
