WINONA, Minn. – The car had no license plates so police pulled it over. Then came a second issue: Was the driver sober. Lydia Leone Sobeck, 22, of Winona, blew .09% into an into breath device – a point above the limit for legal driving. Sobeck was booked for impaired driving and also what about those missing plates. The arrest was about 1 a.m. at Broadway and Johnson streets.
