Pre-emptive plan. The Minnesota Transportation Department has switched off the overhead night lights on the Winona interstate bridge for the duration of the mayfly hatching season. The flies swarm by the millions and can slicken pavement dangerously. The red and green bulbs on the bridge’s underside will remain in operation for Mississippi River navigation channel safety.
