ST. PAUL, Minn. – The state Transportation Department announced major projects for Highway 61, the main Winona-Twin Cities corridor, for the next 3-1/2 years. Some originally planned projects, the agency noted, have been postponed due to budget cuts caused by fuel-tax revenue declines caused by CIOVID.
