WINONA, Minn. – A Winona man, Collin Waters, 50, was arrested after several wood posts lining the entrance to the East Boat Harbor and Boat Ramp were rolled over by a car. Police said a breath test showed a blood-alcohol level of .2% — 2-1/2 times the legal max. Waters was chared with driving while intoxicated. The incident was about 6 p.m.
